Problem searching for game multiplayer

Every time I go onto bo2 i can never find a game with other people or at least people from the same country as me. It always says either "waiting for host" or "need more players" or if i do find a game its with a bunch of japanese people and i sit on a 1 bar all game. Im sure this isnt my internet that causes this problem as it runs at 11-12Mbps Download and 600-800kbps Upload and i have no problems finding lobby's in any other games (such as bo1, mw3, ghosts, gta5) I can find good games on zombies easily just not multiplayer..

Can anyone help me! Would be extremely appreciated!
