Ok here it is my PERSONAL tool.
I actually didn't plan on releasing this tool due to the others released but Satan is not going to update anymore oGTemp0's tool is still under construction and Tustin is lacking the characters (no offense to anyone) so for that I give the community the BEST cleanest tool available with THE BEST CHARACTERS available.
I spent about 6 days on this tool just making it perfect in MY eyes. again this was for personal use.

This tool works on BLES & BLUS.
The Character Changer will work on Both the taxi mod will work on both.
The Cash Editor and the Rank editor is for BLES ONLY.
The tool is Encrypted so it shot 2 false positives.
I am still hunting down that Yeti ! he will be found !
