My Game won't load when I hit New Game

So every time I try to start a new game on Watch_Dogs it'll stay stuck loading forever(I let it sit there for 20min). And when I quit mid process it'll reboot my console. I've deleted the game save 3 times already, but it'll do the same thing every time (get stuck at like 40%) and it's not frozen I still see the WV animation move. It'll also give me the same game "Helpful Tip" at the bottom of the screen. I'm on a CFW 4.46 Rebug. I have no problem booting the game up, it's just when starting the story mode it gets stuck. I have the Game settings on BD mirror, Internal. I've got all the game files aswell.

Also: I have the two game fix's installed to play on my firmware and go online. So that's not the issue, BLES-01854
