Private VCA 1.2 Edit please help

I saw and watched tutorial I'm trying to get a normal VCA 1.2 with normal guns and everything basic just changing 2 things, take weapons or give stun gun any one of those to the hands up action, I followed the tut extracted the script, edited the modmenu in HxD replacing the numbers with what I want and renaming it from take weapons to Hands Up then I want to make Engine on to Vehicle God Mode when I finally finished editing it and saved it to my update and put it on I go in an online game and the menu wouldn't open. I tried settings and email nothing happens it doesnt open email or the settings either it acts like it should work but just makes the noise and then I can;t close my phone. I imported the appemail.csc file also from VCA 1.2 into this update I was using before but the update I was using before opened with settings, so in this case I took a clean appsettings.csc and put that into my update.rpf script file and saved it. Still nothing.
