TMAPI Connection Issue

I'm on 4.50 DEX PS3ita spoofed to 4.60. Target Manager connects to PS3, tools will not.
Release Check Mode: Development Mode
Boot Mode:System Software Mode
Network Settings for Debug: Single Settings
Yes I have a debug eboot on the game.
And before you ask what game it's every single game I try to use tmapi with.
TM version is 420.1.14.7
