This error means that you console id has been banned. You can unban yourself with a genuine id but they are hard to get. The apps that are out at the moment do not work (Apps such as PSIDPatch) they are random fake id's, if you do get one that works you are the luckiest kid out there.
At the moment you will have to wait it out untill one that works is out also since NGT has added a new rule do not look up on here for them apps or id's you will not find any!
