Rockstar Ban?

I was account banned last night, I created a new account, did the prologue and went to go online. I noticed in the dialogue box it said "banned classification release date'" and a date that I didn't remember... when I go to play online I get rockstar game online policies downloading and just sits in that screen.. So I changed CID and PSID and still the same.. I also have original Eboot and Update put back..

My question is what have the banned... My IP?
