Garry's Mod Error D:

So I have been trying to play Gmod lately but it has not been starting.I didn't think anything of it so I just layed off of it for a couple of days and played some PS3.I tryed to play again maybe 2-3 days ago and it still had the error when I tried starting it up.This error keeps coming up

I uninstalled it the day before yesterday cause that's what it said to do on steam support.Well I did that and when I tried to install it again it wouldn't install cause he got the same error.

I clicked steam support again and I got this error on the site:
